10 max, but some role abilities give a bonus to certain skills (e.g. Solos can get +perception, fixers can get +to various tech skills) and there are some items, fashionware and cyberware (e.g. medscanner, techscanner, light tattoos) that give a bonus.

Getting +20 or more in certain skills is possible.

Yeah, if I maxed out my pistol skill (not likely), maxed out my solo career (not gonna happen), and got the cyberware i'm eyeing, I could maybe hit like +25 on a shot.

I think the maximum you could get would be...

8 stat, 10 skill, 1 from excellent pistol, 1 from smartgun link (which takes a few things: gun mod, neural link and either plugs or subdermal grip), and a maximum of +3 from having at least 9 solo levels for 3 levels of precision attack. Maybe a sniping scope for +1 under certain conditions.

Though i think we should all be more concerned about the 2 total you can get on some things by maxing out your crit fail.
